For sometime now I have these "programs" that just don't have the
change/remove button, when I click on it. Is their a way to remove it? And I
am using XP Pro, and have service Pack 2 download, if that helps?

Some programs don't install or use uninstallers. Some for obvious reasons so
you CAN'T uninstall them and others for any number of reasons.

1st step would be to delete it's folder.
If it still comes back, you'd need to hand search the registry for any keys
that might relate to it. If you're uncomfortable with registry mods, this part
is especially hard.
You'll probably wind up with useless dll's, but without an uninstaller, you're
flying blind as to what was installed by it.

There are programs [Norton had one] that can pinpoint changes made to your
system. To accomplish it you'd have to re-install that program.

If it's not a worm or virus, deleting it's folder and any shortcuts should do
the trick. B4 deleting the folder look and see if the folder doesn't hold an
install.log file. That can come in handy for hand removal of programs it
installed. Trouble is lots of DLL's are shared by many programs. If you delete
a DLL based on it's appearance in an install.log, you could theoretically
disable several other programs that might depend on them.
If the install.log can't be found in the installed folder, you could still do a
search of the drive for it. Using a partial name search based on the name of
the program. You'd be searching log type files and inside them for text
relating to the programs name. Program XXYXX you'd search inside log files for
XYX. then it's a pain to sort out what looks familiar.
But by this time, you should be familiar with the program and some of it's
extra file names [found in the install folder].

Some are obvious, ie: Name of program = XXYXX. DLL's installed = XXYXX.DLL this
could be safely assumed to be safe to delete. Simplest way is to RENAME it 1st.
something like XXYXX_DLL.BAK. Then if after a month or so nothing useful has
popped up an error can't find XXYXX.DLL. You could safely delete those BAK
files you made.

It's not an easy task. But necessary if it's to remove a worm that won't go
away, and you can't find spyware removers to do it for you.

Adaware or most virus software can remove most virus.

If it's weatherbug, [only worm I know of requiring the above process] It'll
take awhile. Took me several weeks to remove weatherbug. Simplest way is to
follow the stupid link to the 404 page used to uninstall weatherbug, for the
http link that you'll need to search the registry for links.
